Moscow Russian President Vladimir Putin appears onscreen in Red Square on September 30 to address a rally and concert marking Russia’s annexation of four regions of Ukraine occupied by Russian troops—Luhansk, Donetsk, Kherson and Zaporizhzhia. The Kremlin-led referendums have been dismissed as illegitimate by Western governments. One senior member of Ukrainian President Volodymyr Zelensky’s staff said, “The worthless decisions of the terrorist country are not worth the paper they are signed on.”
