A migrant clings to a rope off the coast of Malta as rescuers pull him to safety on January 4. The man had jumped into the sea from aboard the Dutch-flagged Sea-Watch 3 in a failed attempt to swim to shore. Two weeks earlier, the vessel had rescued him and nearly three dozen others, but both Malta and Italy refused to let such boats dock at their ports in an effort to curb migration from Africa. Human rights activists have accused Europe of clinching a new “record of shame.”
