Tulcán, Ecuador—Migrants have been fleeing the financial crisis in Venezuela by the thousands. This group, traveling between Tulcán and Ibarra on August 22, hoped to cross the border into Peru. Six days earlier, Ecuador had declared that Venezuelans would need to show passports, which many migrants don’t have. But Peru announced an identical measure, to begin August 25.
