Pyongyang, North Korea—Supreme Leader Kim Jong Un celebrates with military scientists and engineers in this undated photo released by the Korean Central News Agency on May 15, the day after the country test-fired an intermediate range ballistic missile. It was the first missile test since the election in May of a new South Korean president, Moon Jae-in, who has pledged to ease tensions with the North. The test was a violation of U.N. Security Council resolutions and was quickly condemned by the United States, which is in an escalating war of words with Pyongyang over North Korea’s nuclear weapons program.
