Oga, Japan—Elementary school students crouch during an emergency drill in northern Japan on March 17. It was the first time the Japanese government has held such exercises, which are designed to simulate the reaction to a North Korean ballistic missile attack. The drills coincided with a visit to the region by U.S. Secretary of State Rex Tillerson, who said that America’s policy of “strategic patience” with North Korea had ended and that all options are on the table to halt Pyongyang’s nuclear weapons program.
